We provide a range of construction management services from
managing the complete project for our client from bid to closeout to providing a limited service to support the client's in-house capabilities. We can provide a variety of field staffing options, from a single staff person on site for construction oversight to a team of supervisors, engineers, and technicians to manage and monitor all aspects of the project. Services include:
- Construction Management, including management of contractors and provision of field supervisors, engineers, and inspectors for oversight of the contractors' activities, as well as for quality control/quality assurance inspection and testing, depending on the level of control that is required by the client.
- Owner's Representative, with responsibility for management of the contract for the client, from the bidding stage through to completion of the construction.
- Preparation of Bid Documents, including technical specifications, scope of work, and general and special conditions, with schedule of quantities for pricing of lump sum or unit rate bids.
- Bid process, including pre qualification of contractors and material suppliers, bidding, bid adjudication, contract negotiations, and award.
- Third-Party Review of drawings, specifications, or other design, bid, or construction documents.
Quality Assurance/Quality Control
Smith Williams recognizes that a good quality assurance / quality control program is important to the success of any construction project, regardless of the size. We tailor the program to fit the clients' needs, from providing third-party review or oversight to providing a fully equipped on-site laboratory staffed with certified technicians for conducting routine field and laboratory testing and inspection. Construction quality assurance and quality control are vital parts of any construction to ensure that the constructed elements meet the design intent/requirements and performance expectations. Services include:- Preparation of quality assurance and quality control program manuals, including establishing testing procedures and frequencies to verify compliance with the design requirements/intent and to document that the construction is in compliance with the drawings and technical specifications.
- Construction quality assurance/quality control, inspection, and testing services, including siting part-time to full-time engineers and/or technicians to complete routine or specialized inspection and testing, such as earthworks compaction, Proctor (moisture/density relationship), compaction (nuclear, sand cone, or water replacement); material characterization (moisture, gradation, and Atterberg limits); and concrete testing (aggregate, slump, air, compression). Geosynthetic membrane testing including field installation inspection and laboratory peel and shear testing. Specialized testing is available through our preferred subcontractor agreements.
- Preparation of construction reports/documentation for verification of compliance with the design, which summarizes the construction activities and provides a record and verification that the work was completed in compliance with the design and permitting requirements and in accordance with the drawings and specifications.
